Help me understand this. The "intentional course of action" provision is supposed to deter any president/agency from tilting decisions for or against fossil fuel or clean energy sources, correct? Are you saying that is not the intent, or that it is ineffective?

The Senate will take up permitting reform in early November, so it's time to grapple w what Dem negotiators gave up to streamline permitting for clean energy. @jeremysymons.bsky.social finds that the provisions won by the fossil & tech lobbies would cause lasting damage to our climate & clean air.

@jeremysymons.bsky.social critiques the rationale for permitting reform, that market forces alone will accelerate the clean energy transition. Big Tech cares about "speed to power" more than cost, which "primarily means building gas turbines on site, or in close proximity, to data centers."

The math on this is scary. The only way to cut 65% of EPA funding is to cut EPA's clean drinking water grants to states. State grants account for about 40% of EPA's annual budget. Here's the thing: 60% of the clean water grants EPA gave out under Biden went to states that Trump won.
