I spent a few days in St. Petersburg 20 years ago, visited the places that were supposed to be popular with Putin’s set (it was less obvious he was so evil at that time!)—we had a nice time but it was no match for Paris, NYC or even Vienna. “Better than Miami” is really damning with faint praise.
