I don't think that is an "easy answer" - it it too simplistic there are bigger questions - 1 e..g social care is currently based on eligibility criteria with high thresholds and so heavily rationed and limited to people with high levels of need. Very different from universal NHS

This #NoSmokingDay, we reinforce the importance of protecting the next generations from the harms of smoking. Every year around 76,000 people in the UK die from smoking, which despite progress remains the single greatest driver of health inequalities in the country.
