I read the bill. Very low ambition. The biggest driver of CA electricity prices is the distribution network, which is outside of federal jurisdiction. Transmission bottlenecks are a problem for many states, but that is NOT where the savings opportunities are in CA.

See Renée DiResta's Invisible Rulers. Fasulo could have been a case study. She started as a "simplify your life, get closer to the land, grow your own food" influencer. Then she opposed a solar project, and her subscribers increased. Her focus shifted outside of her expertise. Common pattern.
