Kenya’s Digital First Responders: The Hidden Workforce Powering Global Tech
This report focuses on data workers in a growing technology hub: Nairobi, Kenya. Fueled by a young, educated, tech-savvy population, a workforce with cultural and linguistic proficiency, an economy with globally competitive labor costs, and significant government efforts to lure tech-related investment, Kenya has emerged as a center for digital labor. Thousands of Kenyans are employed by business process outsourcing companies (BPOs) or work for online labor platforms, undertaking data annotation and content moderation on behalf of major global corporations. A defining characteristic of the digital economy, in Kenya and elsewhere, is the complex web of outsourcing relationships. Major tech companies rarely employ labelers or moderators directly. Instead, they contract the work to large multinational BPOs or specialized platforms that, in turn, often subcontract parts of the work to smaller, local BPOs or use labor brokers to enlist workers from local labor markets. The layers of subcontracting in digital supply chains create opacity: workers at the end of the chain have no visibility into the end client whose products they are building or safeguarding. Outsourcing has profound impacts on working conditions, as layers of intermediaries skim margins and make it difficult for workers to hold lead firms accountable for labor violations or poor treatment. This report sheds light on the experiences of Kenyan data workers at the far reaches of digital supply chains and offers recommendations based on workers’ desires for improved working conditions.

Thankful to have the opportunity yesterday to discuss the importance of retaining cognitive agency in the current polluted information environment, with the new cohort of @jbs.cam.ac.uk MBA students.
The cognitive process is typically seeing an observation, narrating stories about it, and instantly assigning emotions to those often misinformed stories. The stories and emotions are too frequently informed by media influencers and the observations are now also being manipulated, for example with AI. It is really important to remain calm, pause, and reflect when assigning stories and emotions. Cognitive manipulators want you to surrender your agency over this process.

Online Trolling Leads to Agenda Hijacking

One of the most important and overlooked elements of online trolling attacks against targets is that they often hijack the targets’ agenda. 

Targets of these attacks often need to refocus considerable energy to respond to trauma and defend against the narratives. 

This takes attention and resources away from forward-looking strategic planning and engagement. It also is financially and emotionally draining. 

Chad Briggs notes that one common objective of cognitive warfare attacks is to paralyze “the enemy.”

Rt Hon Liam Byrne MP discussed agenda hijacking with me in his book Why Populists are Winning. We talked about how a few dozen tweets about “rape gangs” in early 2025 hijacked the focus of the UK media and government for about a week. 

I see evidence of agenda hijacking in many other settings right now, including universities and science centers.

That's not actually Eric Trump's account, I looked yesterday and saw the bio lists this one as a "commentary account" and the username/handle quoted is Eric_TrumpRv with just 2,000 followers.
