It can be sent back to Congress to add more specific language. There's definitely a lot of wiggle room for abuse, but the conditions under which the doctrine applies are somewhat specific. They can't just unilaterally toss out anything they want.

This is misinformation. The major questions doctrine says that an agency cannot make decisions that have widespread economic impact without explicit authorization from Congress. There is no preemptive action language. It mostly focuses on the executive branch and agencies that control the rules..

My initial point stands: even though a $70 pricetag on a new game seems like it's less worth it, the difference from the old price of $60 is only about $.55 /hr of gameplay. (assuming only one playthrough) It's really not that big of a deal, and a far cry from being a "rip-off".
