What does this have to do with the Africa Stream map? By suggesting there is a UAE base in Chad, the map leans towards the Sudanese military and against the UAE. Guess who else has an anti-RSF and anti-UAE perspective in the Sudan civil war?

The answer runs through neighbouring Sudan. For many years, and especially since the 2023 Sudanese civil war broke out, the UAE has had a stake in shaping Sudanese politics. Today, the UAE is suspected to be the main backer of the rebellious RSF forces, mostly based in the west of the country.

Little noticed was the inclusion of the UAE flag in Chad, even though there is no such base known to exist in the country. So, why make this claim? Again, the logic behind overestimating the number of US bases is clear: portray Washington as neo-imperialist, etc. But why the UAE and why Chad?

Behind the map Over at former Twitter, a disinfo operation called Africa Stream posted the alleged location of foreign military bases in Africa. Of course, the map is wrong, as it overestimates US bases and does not include Russian bases. People noticed this immediately. But there's more…

As mentioned in last week's Russia-Africa Monitor, Sochi hosted the 1st Russia-Africa ministerial forum. Among the topics of their business programme, there was a panel dedicated to ‘e-governance’, with a heavy accent on ‘digital sovereignty’, a shorthand for more RU involvement.

Curious detail: meeting with Abiy Ahmed at the BRICS Summit, Putin included Dmitry Shugayev in the discussions. Shugayev is a key individual in Russian arms exports and military cooperation abroad. According to SIPRI data, the last official arms transfer to Ethiopia was in 2019. Changes coming?

In the aftermath of yesterday's antisemitic violence in Makhachkala, let's remember two things: despite Putin and Lavrov's antisemitic comments, lately the main anti-Israel agitator in the North Caucasus has been Chechnya's Ramzan Kadyrov. Just yesterday he called the country ‘fascist’:
