3/8 1 MW sounds enormous until you look at modern AI/HPC hardware. 12 racks × 60 kW = 720 kW of IT load. Add cooling, UPS losses, networking, etc. and you can be around 1 MW total. That’s a server room, not a hyperscale data center.

2/8 Oregon’s POWER Act targets actual large data centers at roughly 20 MW+. But PGE separately requires any new or expanded load ≥1 MW to go through its Large Load Study process. That includes expansions at existing businesses.
