He did after Hiroshima. 'Rain of ruin' etc millions of leaflets dropped across Japan after 6 August. Yes, they didn't know Nagasaki was next but they had no idea how many of these new bombs the Americans had. Captioning in Nagasaki museum is curious to put it mildly.
