For the first time since the 1980s, all nine nuclear-armed states are expanding their arsenals at once. Our new Quarterly Nuclear Memo by Manpreet Sethi and @hreepsamudra.bsky.social maps a quarter where worrying developments clearly outnumbered stabilising ones. a thread🧵
In alignment with APLN's 2026–2030 Research Strategy, the APLN Quarterly Nuclear Memo tracks, analyses and summarises nuclear developments shaping the Asia-Pacific security environment.
Developments are classified according to four analytical categories: 

1. Disruptive (developments posing acute or immediate risks to the nuclear order and regional stability);
2. Stabilising (steps that reduce risk or build confidence);
3. Worrisome (trends that, if unchecked, could worsen the nuclear order); and
4. Dialogue-based (activities that involve two or more interlocutors).

Interesting. #Indonesia has just rolled out the first 6 Rafale fighter jets – part of the 42‑aircraft deal with #France – as Prabowo ramps up a #defence budget of around $19 billion this year. On paper, it looks like long‑overdue airpower modernisation is finally taking shape.

still following #NPTRevCon closely and this stood out, as china’s DG: US arms control proposal is “an attempt to shift the burden of nuclear disarmament to other countries. China has no interest.” that’s the most honest anyone’s been all week. draft final document out next week. worth watching.
