Signs won't work. But 20 or 30 senators and reps wearing scarves, then unfurled and held up to show -- "We stand with Ukraine," "We stand with USAID," "We stand for democracy," "We stand for the rule of law," "We stand with federal workers," etc. And stand in absolute silence.
