Together, they discourage HIV testing, reduce engagement with care, undermine treatment adherence and increase barriers to prevention. The result is simple: Less health. More fear. More HIV.

HIV Justice Network @hivjustice.net · 20/07/2026
Stigma and HIV criminalisation reinforce one another. Stigma makes punitive laws politically acceptable. Criminalisation then embeds stigma in law, legitimising fear, blame and discrimination.

HIV Justice Network @hivjustice.net · 20/07/2026
HIV criminalisation is rooted in structural stigma. It shifts the response to HIV away from health, support and prevention, and towards blame, punishment and the search for someone to hold responsible.

On this #SupportDontPunish Global Day of Action, we stand with people who use drugs and call for an end to criminalisation. Punitive drug laws don’t protect – they punish. They fuel stigma, worsen health, and compound existing harms – especially when intersecting with #HIV criminalisation.
