Pt 3 Under Privacy and Security, select Recommendations & Offers. I had Personalized Offers turned off but had no idea Windoes had turned on the rest of these, which allow Windows to communicate with websites to show you content, adjust your search results, show you product recommendations etc.

PT 2 Make sure your online speech recognition is turned off. Go to Privacy and Security and select Speech, then turn off online speech recognition. I turned this off out of habit and an abundance of caution.
