I wanted to talk about those two games in the mode of "What's a sequel that absolutely crushes the original?" 'Cause Street Fighter 1 (especially with the giant gimmick pneumatic button setup) was so janky and terrible that I'm surprised it even got a sequel, much less one that defined the genre.

That's really the thing. Even if there's something egregious like that, it's just... what does it matter? Does it destroy the story? Does it reveal that they're all in a time-loop? The writers or set director just half-assed it or they did what they could with the resources they had? (Likely that.)

It's not about the money. It's about people being insecure with where they are in their career (which is basically every writer I know) and wishing for a make career go up button. It's about the aspiration, not the depth of the wallet. Conmen are always thrown off by honesty.

Someone saying "Gosh, why are scammers going after authors? They got no money!" I guess I'm humorless about this, but I bet most folks who are self-publishing have two hundred bucks they could throw at a scam that promised returns. I mean, if that wasn't totally played out.
