Realistically, I think this will just keep happening until the way we travel changes. It's just a hunch, but I think cars are so ubiquitous that it causes people to see them as benign rather than the 3k lb death machines they actually are. It isn't seen as a serious or dangerous activity.

AI tech would probably be pretty great for analyzing EEG data and predicting seizures. Unfortunately AI is coupled to the capitalist death cult, so there's really no way to use it ethically. But dang, it would probably work great with machines that deliver focused shocks to halt seizures.
