So apparently this isnt an issue at all if you get with the times and dont use the "legacy" color profile in Substance Painter. So lesson learned I guess. The colorspace then shows up next to your exports properly and you can use the expected colorspace for poiyomi in unity

Oh and you can turn off the warning from poiyomi in the thry setting tab about it expecting non-sRGB and fix normal maps by hand. This is what mislead me to think I had to make them non-sRGB in the first place.

Apparently this has been biting me in the ass for years with my masks being desaturated and the problem is amplified when they get compressed. I just got used to things not looking quite right when I was self learning and this is a huge personal revelation, so maybe helps someone else.

If your making a stack of masks or lighting channels (roughness, metallics, ect) in spp and using the poiyomi shader; Check your colorspace setting in unity for each file and make sure they are set to sRGB and ignore the warning from poiyomi that the colorspace isnt correct..
