But it's also another reason, we are an old old old country. Toilets inside buildings have been retro fitted to many and then disabled even after that (sadly)

So to give us some credit that right now we don't deserve I get. The disabled toilets are usually very equipped including having facilities to flag the need for assistance. The pull if needed string/tab would be abused by others on drunken nights so good it's separated.
