Preview features are enabled with the --enable-preview flag while incubator modules must be added using the --add-modules option. I hope that answers a bit your question :)

Preview features are defined in JEP 12 openjdk.org/jeps/12 as fully spec'd and implemented language, VM, or API changes, opened as preview of the next JDK versions. Incubator features are defined in JEP 11 openjdk.org/jeps/11 as API or tooling modules to help get them refined or dropped.
