This is done by regulation to prevent a 'backdoor' traction control system. The problem is that at low speeds (which you typically run during the SC in the rain), it all snowballs. That's potentially why Verstappen was being told to keep the revs high when he gained speed again. #F1 #BahrainGP

To explain why the cars stopped under the Safety Car before the race: One theory is that without the MGU-H, the turbo spools down at low speed. That causes the PU to revert to the battery for torque demand. Once that's flat, the engine can't generate power any more. #F1 #BahrainGP
