Why do I get the idea that the actual problem is a backlog of slop publishers applying for blocks of ISBNs?

Someone pushed this in front of me the other day (it's dated June 1, 1998). I wondered how she was supposed to use the Palm Pilot with it pointed that way, now I realize it's a billboard over a boob, thanks.
