The California Energy Commission (CEC) wants to fund small-scale hydrogen production sited right where the hydrogen gets used. GFO-25-308, Distributed Clean Hydrogen Production with Onsite End Use, will fund demonstration projects up to five metric tons per day that co-locate production, storage, and end use, aiming to cut production costs, lower retail prices, and decarbonize sectors that are hard to electrify.

Hydrogen trucking doesn't wait for permanent stations to catch up. A mobile refueling trailer commissioned this summer in Santa Fe Springs demonstrates how the industry is closing that gap while stations are being built.

“This paper is the kind of institutional memory our industry can't afford to lose,” said Bill Elrick, H2FCP's executive director. “Sunita spent two decades building the federal hydrogen program from the ground up, and now she's made sure at least part of the record survives the office that produced it.”

For hydrogen, $15 million of that total goes directly to refueling infrastructure, as part of a broader package that also funds electric-vehicle charging and workforce training.
