Qualified Immunity needs to be taken away from law enforcement. If you can't do your job without murdering someone or taking actions that would have the average citizen charged, you shouldn't be in your field. At the very least if one doesn't wear a body cam or even have it turned on, no QI given.

Try to get war elemental as well and keep building that damage cap. Primary goal is to hit 100% on your attack and defense masteries. That alone will significantly improve your stats.

I'd say get to the highest difficulty level you can and when you start talking to characters like the eternals and sandalphon, then you're just about ready for the expansion. some key things to note, ATK is subject to DMG Cap, DMG increase is not. eg. ATK +10% vs DMG +10%

leveling their other weapons is worthwhile too since each weapon has mastery nodes that unlock. Those nodes will apply regardless if the weapon is equipped or not.
