For the 3rd time the non proliferation treaty review conference could not agree on a final document. Last time there was consensus was 2010! One of the most important pillars of international security is crumbling.

8/ There is a lesson for the west: don’t count on nuclear deterrence when it is too late. Deter attack with the threat of long range conventional strikes against the aggressor.
101
Jean-Marie Guéhenno @guehenno.bsky.social · 29/05/2026
7/ The present situation is particularly dangerous, because attempts by Russia to restore deterrence can lead to escalation.
100
Jean-Marie Guéhenno @guehenno.bsky.social · 29/05/2026
6/ in hindsight, it might have been better to threaten long range conventional strikes against Russia as a deterrent, before its large scale invasion of Ukraine.
100
Jean-Marie Guéhenno @guehenno.bsky.social · 29/05/2026
5/ Initially, there was much reluctance in the west in supporting long range strikes against Russia because of the escalatory risk, and it is only gradually that the Ukrainian response to Russia’s aggression has acquired strategic depth, but as a warfighting tactic.
100
Jean-Marie Guéhenno @guehenno.bsky.social · 29/05/2026
4/ This is a real challenge for Europeans who should not allow Russia to invade a neighboring country while sanctuarizing its territory because it is a nuclear power.
100
Jean-Marie Guéhenno @guehenno.bsky.social · 29/05/2026
3/ Ambiguous deniable attacks may be the least bad way for Russia to signal to western powers that helping Ukraine is not without risks.
100
Jean-Marie Guéhenno @guehenno.bsky.social · 29/05/2026
2/ For Russia, the challenge is to restore some deterrence, especially against the western allies of Ukraine. Can it? Escalating in Ukraine doesn’t do it, & striking the territory of NATO powers with conventional weapons is very risky, not to mention Karaganov threats of nuclear use!
100
Jean-Marie Guéhenno @guehenno.bsky.social · 29/05/2026
1/ the Ukraine war raises big questions for nuclear deterrence: nuclear deterrence hasn’t prevented Ukraine from striking deeper & deeper in Russian territory nor has it stopped western powers from assisting Ukraine, in particular with intelligence, for those strikes

Mitterrand once said: nationalism means war. He was right: Israeli/zionist nationalism versus Palestinian nationalism, Russian nationalism versus Ukrainian nationalism. The 19th century European invention of the nation-state has been a blessing (creating collective energy) & a curse for the world

Is there a plan behind Trump’s chaos? Maybe on the Middle East. Israel wants to kill 2 states solution, Trump doesn’t want another big war. Possible that he helps Israel kill 2-states solution with his unimplementable gambit on Gaza, while he reopens diplomatic track with Iran? Or not!

Ischinger’s is absurd: 1/Bringing China troops to Europe would be a provocation for Trump. 2/ Troops from countries not strongly committed to Ukraine would pull out if there was a risk of war. 3/ Ukraine would be as opposed to that “guarantee“ as Putin to the presence of NATO countries troops.

Al-Sharaa is right not to rush elections and constitution in Syria. But the longer the transition, the greater the need for an impartial broker to manage it & organize credible elections. Excluding the UN would be a grave mistake, that will only create very legitimate suspicions.
