Slotkin's first bill seeks to prevent data-collecting Chinese cars from entering the U.S.
Washington — U.S. Sen. Elissa Slotkin, introducing her first bill since winning election to the Senate in November, proposed a measure Thursday aimed at preventing Chinese vehicles from entering the United States. The bill, titled the Connected Vehicle National Security Review Act, would formally establish a national security review process for imports of internet-connected vehicles and components made by companies from China or other countries of concern. "I will lay down on the border to keep Chinese vehicles from entering the U.S. market. This is my first bill I’m introducing in the Senate, and it’s for a reason," Slotkin, a Holly Democrat, said in a statement. The move comes amid simmering concerns from national security hawks that sophisticated Chinese technology in increasingly software-heavy consumer vehicles could pose a risk to Americans. Michigan's junior senator has made the topic a focus of her time in Washington. Slotkin, also a former Central Intelligence Agency officer and Pentagon official, introduced a similar bill as a member of the U.S. House in 2024. She has also been active on the issue of Chinese vehicles and investment through other proposals. "Chinese vehicles could collect huge amounts of data on America and Americans, which poses a significant national security threat. Americans' personal data, our infrastructure, Michigan’s auto industry and auto jobs are all at stake," Slotkin said. She continued: "Chinese vehicles, which are dirt cheap thanks to state subsidies, could collect full motion video of sensitive sites, 3-D mapping, and geolocation of individual drivers — all of which could be sent back to Beijing. Despite the polarization in Washington right now, protecting U.S. citizens should be nonpartisan, and I look forward to working in a bipartisan fashion to pass this legislation into law.” More: Trump pauses tariffs on most nations for 90 days, raises taxes on Chinese imports Slotkin's bill would codify parts of executive actions from the Trump and Biden administrations that directed the Commerce Department to investigate national security threats from Chinese products. It also, according to Slotkin's office, aims to cement and expand upon a Commerce Department rule finalized in January that banned the import and sale of passenger vehicles containing internet-connected technology from companies in China with ties to the Chinese government. Vehicles from Chinese brands like BYD Co. and SAIC Motor are not available for sale in the United States, though several brands with U.S. operations import cars and trucks from China. Ford Motor Co., for example, manufactures the Lincoln Nautilus in China. Slotkin's office said products from American companies are not the focus of the bill, but rather goods from Chinese companies with ties to the country's government. The bill also codifies the Commerce Department's authority to review — and potentially block — any sale, importation, or other transaction from a Chinese company operating in third-party countries like Mexico. gschwab@detroitnews.com @GrantSchwab Want to comment on this story? Former prosecutor Hines launches bid to unseat U.S. Rep. James in suburban Detroit
Washington — Democrat Christina Hines, a former special victims prosecutor in Wayne County, will launch her congressional campaign Monday for a suburban Detroit U.S. House seat held by two-term Republican U.S. Rep. John James. Hines, 35, of Warren, is the second Democrat to join the race for Michigan's 10th Congressional District, which covers southern Macomb County and Rochester and Rochester Hills in Oakland County. Democrats saw the district as a key pickup opportunity last year after nearly winning it in 2022, when Carl Marlinga narrowly lost to James, of Shelby Township, in the country's third-closest race. James beat Marlinga for a second time in November by a more comfortable margin of 6 percentage points, or about 26,000 votes. But the race could be competitive once again in 2026 if voters rebuke sweeping Republican-led changes in Washington or James seeks a statewide office, like Michigan's open race for governor. Hines, in an interview with The Detroit News, said she decided to run after President Donald Trump signed an executive order aimed at eliminating the U.S. Department of Education. "As somebody that lives in Warren, Michigan, I know how important it is that we have a Department of Education that helps fund special education. I know how important Medicaid is to folks with disabilities in my community and to children in my community," she said, referring also to speculation that Republicans on Capitol Hill will gut the low-income health insurance program. About 21% percent of people under the age of 65 in the 10th District relied on Medicaid or the federal Children's Health Insurance Program (CHIP), according to a 2023 Georgetown University analysis. "I'm running against the corruption in Washington and the people that are causing this chaos and who are, honestly, hurting everyday Americans," Hines said. "When we talk about cutting these important programs, when we talk about cutting federal grants to, for example, the Macomb County Foster Closet, these are services that are in our community and helping people that need help. And I can't just stand by and let this happen." More: Nessel sues HHS over $379M in terminated public health grants promised to Michigan Hines describes herself as a working mother of three children, a Warren native and a Christian who attends church in the community. She graduated from the University of Michigan with a bachelor's degree in political science and from Wayne State University Law School. Her husband, she said, is an engineer who works as a project manager for General Motors Co. at the automaker's Warren Technical Center. Hines worked for about six years as an assistant prosecuting attorney in Wayne County, specializing in prosecuting sexual assault cases of children and adults. Hines then worked as an assistant prosecuting attorney in Washtenaw County, also working on sexual assault. She last ran for public office in November, when she lost the Macomb County prosecutor's race to incumbent Republican Peter Lucido. Marlinga, of Sterling Heights, has endorsed Hines in the Democratic primary. “Christina is the new generational leader we need in Washington to give our country a fresh start. She is a fighter who knows every corner of Macomb and the people who live here," Marlinga said in a statement. "She has prosecuted child predators and won — combining a great intellect with a caring heart. In a time of chaos and bickering, Christina is a leader who will do that which is best for the people.” Hines is expected to formally kick off her campaign with a Monday morning event in Center Line. Her only opponent in the 2026 Democratic primary — so far — is Army veteran Alex Hawkins, of Rochester. gschwab@detroitnews.com @GrantSchwab Want to comment on this story? Become a subscriber today. GM sales strong in first quarter but tariffs loom
General Motors Co.'s U.S. sales increased 17% in the first quarter of 2025 on strengths in trucks, SUVs and electric vehicles, but new tariffs loom. Delivering 693,363 vehicles in the first three months of the year, GM outpaced its competitors in total U.S. sales. The Detroit automaker, however, is more vulnerable to the 25% tariffs on imported vehicles and major parts like engines and transmissions set to start being collected on Thursday, as it imports hundreds of thousands of vehicles from South Korea, China, Mexico and Canada. “GM’s sales growth outpaced every other major automaker, and the driving force is our portfolio,” Rory Harvey, GM executive vice president and president of global markets, said in a statement. “We're the industry leader in trucks and affordable small SUVs, Cadillac is growing significantly in luxury, and we have the broadest portfolio of EVs in the industry.”  Some of GM's imported vehicles won't seen immediate impact. Those that are compliant with the United States-Mexico-Canada trade agreement remain duty-free until the government puts the processes in place to exclude only the value of U.S. content. According to the latest figures from the U.S. Trade Representative, 92% of vehicles imported from Canada and Mexico are compliant. That includes GM vehicles like some Chevy Silverados and the Blazer and Equinox SUVs. All four GM brands recorded sales increases in the first quarter: Buick was up by 39%, Cadillac increased by 18%, Chevrolet grew up by 14% and GMC was up 18%. Retail sales grew by 15% for the best first quarter since 2018, and GM Envolve commercial fleet sales grew by 25%. EV sales were up 94%. Chevy had its best first quarter since 2019. Silverado pickup sales fell 0.2% in the quarter, including a 125% increase in sales of the all-electric Silverado EV. Blazer EV sales grew more than 10 times, though the gas-powered model fell by 13%. Equinox EV sales hit more than 10,000, and the gas-powered version grew by 31%, its best first quarter since 2020. Suburban grew 40%, Tahoe was up by 28% for its best Q1 since 2007, Trailblazer increased by 21%, Traverse increased by 62% for a best-ever first quarter and the Trax rose by 57%. Colorado midsize truck sales had their best first quarter since 2019, up 73%. Cadillac retail sales were up 21%, with EVs up 37% following the launch of the Escalade IQ and Optiq SUVs, with both nearing 2,000 sales. All-electric Lyriq sales, however, fell 26%. NEW: Top auto industry lobbying group breaks silence on Trump's 25% tariff on vehicles and parts. Says tariffs will increase consumer costs and reduce sales, "all before any new manufacturing or jobs are created in this country.”
John Bozzella, president and CEO Alliance for Automotive Innovation said:

“Automaking is America’s largest manufacturing sector. Automakers, battery makers and parts suppliers have invested billions in American manufacturing and directly support communities and American workers in Michigan, Tennessee, South Carolina, Alabama, Mississippi, Kentucky, Ohio, West Virginia, Texas, Indiana, Illinois, Missouri, Georgia, New York and more.

“Automotive facilities and global supply chains create American jobs, provide Americans with vehicle choice and the big one – support auto affordability in America. We are committed to building and investing in the U.S., but these facilities and supply chains are massive and complex and can’t be relocated or redirected overnight.

“Additional tariffs will increase costs on American consumers, lower the total number of vehicles sold inside the U.S. and reduce U.S. auto exports – all before any new manufacturing or jobs are created in this country.”
