Housing is one piece - but what about mental health support, employment, workforce training? Leaving care is a huge challenge, and this report does well to link the statistics with personal stories. Now it needs action across the board.

In this large, nationally representative study of dependent children resident in England and Wales, those who had been in care during childhood had a higher risk of mortality long after they had left care on average, mainly from unnatural causes. Through both the data and the individual stories, the report's core finding is this: care leavers are profoundly isolated once they leave care. A "care cliff" - a sudden drop in support at 18, with nothing like the safety net available to children still in care.

The report also flags that more deaths occurred at age 18 than at any other age within the 18 to 24 year-old range, suggesting the transition out of care is especially challenging

But it wasn't just suicide: 21% involved drug or alcohol overdose, 6% were road traffic accidents, 4% involved knife crime. 7% were medical conditions such as diabetes - the report flags that health monitoring can drop off sharply once young people leave the children's system.

112 care leavers aged 18-24 deaths were notified in 2025 - about 3-4x the rate for other young people that age. A lot of this was suicide: 36% likely died by suicide - a rate potentially 5x the general population, and for females specifically, potentially 15x the female general-population rate.
