It's something the apologists ignore. The "sham" was all about making a club which is historically a mid-to-low level PL club one of the global elite when PSR had been introduced to try and stop "another Chelsea". Before this period they'd won the title twice...once in the 30s and once in the 60s

It's irrelevant if a def steps towards an offside player unless they are active. One way to be active... "clearly attempting to play a ball which is close when this action impacts on an opponent" *this action" (i.e. the attempt) has to impact the def not just the original position the att took
