That person's own source says bells aren't typically an issue. And that source is a site that sells other products to keep cats from killing birds. It would be funny if it wasn't so infuriating and cruel.

Screenshot that says most cats aren't too bothered by bells and they're not loud enough to cause harm to their ears. Some cats may get stressed out at the sound, so we should pay attention to their behaviour and introduce a bell gradually. If that doesn't work, consider alternatives.

Your own source says most cats won't be affected by the sound of a bell and they're not typically loud enough to cause physical harm. The key is to pay attention to whether the cat seems distressed.
