More and more #state & local #governments are taking up moratoriums on #datacenter permitting. In a new issue brief, GCC's Melissa Birchard notes that moratoriums are not all built alike, and shares a simple taxonomy based on their goals and characteristics. www.georgetownclimate.org/articles/iss...

As the climate crisis worsens, states are establishing a new role – the Chief Resilience Officer – to lead risk planning and mitigation.
