"Tech literacy" in this case means being able to use common features of a personal computer in a non-programming environment without wasting too much time, e.g. making bookmarks, copy-pasting, knowing where to preserve links in a way that you can find later. Not really related to programming

But it turns out that most of the things I liked
about this game are not actually specific to it,
or to this dismal format in general. Piling stuff up,
seeing what shape it takes, letting your eyes and
thoughts move around. The end result feels sort of
like a termite mound - a heap of raw material
marbled with the tunnels produced by these aimlessly
gnawing little impulses. But even when the termites
are gone I hope there's still some pleasure from
digging through the ruins they left behind.

I think Delicious in Dungeon is like the top anime I'd recommend to people who don't really watch it. Has a lot of stuff that puts people onto anime (specific and interesting premise, fun characters) without the stuff that puts many people off it (fanservice, etc)
