We also bring empirical evidence from ITA and US using Facebook’s 2018 “Meaningful Social Interactions” (MSI) update. After the update, polarization rose among social media users—but not among non-users. Theory + data tell a consistent story.

So what can be done? We explore a simple solution: an engagement tax. By taxing platforms on highlights (likes/shares), we shift their incentive away from virality and toward balance. Think Pigouvian tax—but for the attention economy.

We call this dynamic “crowding out the truth.” It helps explain growing ideological polarization (both actual and perceived) and the disappearance of the “moderate middle” on social media. Engagement ≠ informativeness.

We build a formal model showing how user behavior + algorithmic visibility interact in a feedback loop. Result? These weights aren't neutral. Boosting the relative weight given to active engagements leads to more extreme, less accurate content rising to the top.

Digital platforms rank content using metrics linked to passive (views/clicks) and active (likes/shares/ comments) engagements with a given piece of content. Social Media algorithms assign weight to these different metrics to maximize overall engagement.
