Remember when we warned you that the bill that was supposed to help Ukraine by imposing "massive" "biting" "mandatory" sanctions on Russia and forcing Trump to use tariffs to shut down their fossil fuel exports was badly flawed and would achieve none of those objectives? Yeah.

Speaker Johnson pulls the plug on the Lindsey Graham Sanctioning Russia Act. Per Punchbowl:
Sticking points. This change to the schedule all but guarantees that the House will not immediately consider the Russia sanctions bill that cleared the Senate in July.

Johnson told us this morning that he doesn’t have consensus among Republicans on the bill. Johnson noted Democrats are opposed as well.
“We have to build consensus around that final product,” Johnson said.
“As you’ve seen, the Democrat leadership in the House is opposed to it. The ranking member on the Foreign Affairs Committee, [New York Rep. Greg] Meeks, apparently is vehemently opposed to it, and I think the Democrat leadership is as well. This should be a bipartisan effort.”

Johnson acknowledged there are “a couple of pockets of concern” about the package among Republicans.

House Republicans just canceled the last two weeks of votes in the session, from the end of September and beginning of October. The last votes in the House before the midterm, if they adhere to the current schedule, will be two weeks from today. We're also out next week

“OR” The president can instead choose to tariff up to 100% “the top 5 countries facilitating Russian oil sanctions evasion" over the past year. What are the criteria? What does “facilitating sanctions evasion” mean? IT DOESN’T SAY! Trump gets to define it and choose who he tariffs and how much.

There are tariffs on Russia, on Iran (in the updated text released today), and then on "countries that purchase Russian-origin crude oil or natural gas **OR FACILITATE SANCTIONS EVASION.**" (emphasis mine, I will return to this point) Here's how those tariffs work (I'll explain more below):

The sanctions themselves are much of the bill text, they are no doubt very tough even in view of the many sanctions previously placed on Russia. HOWEVER! Read to the end and you’ll find the broadest presidential waiver you'll ever see in this kind of legislation. This means exactly what it says:

Incredible- Trump's $2 billion taxpayer-subsidized slush fund comes with a legal disclaimer that basically says "we are not responsible for any crimes committed with this money"
Once the funds are deposited into the Designated Account, the United States has no liability
whatsoever for the protection or safeguarding of those funds, regardless of bank failure,
fraudulent transfers, or any other fraud or misuse of the funds.

The House just had an extremely rare tie vote, on a war powers resolution introduced by Josh Gottheimer to end the Iran war. A tie fails in the House, so the measure is defeated, but this could pass the next time one of these comes up, which should be in a few days.

Trump just fired the Secretary of the Navy and replaced him with Undersecretary Hung Cao, one of the biggest idiots Virginia politics has produced this century (really saying something here) in the middle of the Iran war

PASSED: the House just passed the resolution to end Trump's tariffs on Canada. Not many crosses from Republicans, a lot of vulnerable incumbents took a dumb vote here to stick with Trump and GOP leadership. Goes to the Senate, which is likely to pass it. Will share the vote sheet when I have it!

Republicans have been holding this vote open for 40 minutes or so, but the holdouts- Massie, Kiley, Bacon, reportedly left the Capitol. The absent Republican is Greg Murphy (R-NC), who has missed a lot of time since a mid December surgery. Not clear why Johnson is still holding this vote open

“I love the Washington Post. I have been a subscriber for many years, reading it cover to cover for much of that time. The Post’s coverage has enriched my life, and its reporting has been indispensable to my work as an elected leader and policymaker more times than I can count. I think I speak for many in our region when I say it is heartbreaking to watch Jeff Bezos run the Washington Post into the ground.

“Two new media trends have reshaped national American journalism over the past year. One is the relentless geyser of news driven by an authoritarian president and his administration, which expands consumption of political reporting but also shapes coverage of the economy, global affairs, health, technology, environment, local communities, and so much more. Competitors of the Post, including the New York Times and the Wall Street Journal, have been successful in this environment.

“But this trend has been accompanied by another: a trend of media companies and other key institutions of civil society responding to Donald Trump’s efforts to bully and intimidate them by knuckling under, sucking up, and appeasing him. Final passage for the Senate-passed funding bill was surprisingly close in the House. Fewer Dems voting yes than I expected and more Republicans voting no. Once again all Dems were here, also. Dem leadership voted no across the board

House now voting on the Republican rule (procedural measure) to bring the funding bill to the floor. All Dems present and voting against. R leaders were broadcasting a lot of confidence about winning this vote, which once again was misplaced. Likely they get it eventually but it's not going well rn
