Not sure why it is so difficult to put limits on these contracts. A rocket blows up or a weapon doesn't work, the contract is terminated & goes to some other company. Not sure why this is so difficult for lawmakers to comprehend. Oh, it might interfere with their kickbacks & future lobbying jobs!
