The new text for the GST declaration is still a long way from an agreement. Instead of reducing the options for the ministers and making them clearer, the amount of text has been increased to 27 pages. The controversial passage on phasing out fossil fuels has become even longer - more text options.

carbon market: Still many concerns about removals. Overall agreement to accept recommendations under the conditions that concerns are addressed. Bolivia asks to bracket the entire A.6.4. as long as there is no progress on Article 6.8. LMDC strongly supports this position. COP28

Global CO₂ emissions from fossil fuels are likely to reach a new peak this year. This is expected to be 37.5 billion tonnes, according to the report on the global carbon budget. This would be 1.1 per cent more than in 2022 and 1.4 per cent more than in the pre-corona year 2019.

One of the successes of the last climate conference was the decision to set up a climate damage fund. The Dubai conference has now decided how this fund will work. But the amounts pledged are still far too small. Only 400 m $; but ~ 150 bil $ needed.
