A framework of values and ethical responsibilities for the profession of librarianship.

6/6 Unfortunately, it carries no real enforcement mechanism. Over the summer of 2025, multiple licensed professional librarians left Columbia County Libraries citing professional ethics concerns. Links in the replies.

5/6 The ALA Code of Ethics is the profession-specific standard. Unlike O.C.G.A. § 45-10-1, it speaks directly to librarians. Principle 2 states that librarians “uphold the principles of intellectual freedom and resist all efforts to censor library resources

4/6 It is not a librarian-specific professional standard. It also does not answer the question Diane Jarrett asked.

3/6 Here’s what that law actually is: Georgia’s general code of ethics for government service. Its full title is “Code of ethics for government service generally.” It applies to every public employee in Georgia: DMV clerks, the county manager, and yes, librarians too

2/6 Nobody asked Evans to respond. She responded anyway, with a prepared slide citing O.C.G.A. § 45-10-1, telling the room that librarians can lose their license if they don’t follow it. This was not an off-the-cuff response. She came to that meeting with this slide already prepared.

🧵 1/6 At the 3/31 CCLS board meeting, Diane Jarrett, a retired journalist, addressed the board directly. She asked whether Library Director Keisha Evans had been given political cover to deviate from the library’s own collection development policy. #ftrccc #LibraryFreedom #FirstAmendment #GaPol
Projected slide displayed at the March 31, 2026 Columbia County Library System board meeting by Library Director Keisha Evans. The slide is titled ‘Official Code of Georgia Annotated’ and lists key ethical requirements from O.C.G.A. § 45-10-1, a general code of ethics for government service.

9/9 Titles moved in 2024 via BookLooks remain displaced. The only fix is patron reconsideration, capped at 5/quarter. A policy only enforced by patron challenge is not an operating policy. Full post + sources: www.facebook.com/share/p/1DyH... #FreedomToRead #shadowban #censorship

8/9 Evans also argued professional review sources are publisher marketing, not raised once during the policy adoption process. It appeared for the first time as a post-hoc justification for keeping Perks in the adult section. The policy calls on librarians to use professional reviews.

7/9 “As far as my bullet points, how about I came up with those last night? I believe that, uh huh, I did. I’ve done much research, so I can’t give you what I don’t have.” Preparing talking points the night before an appeal hearing is not policy compliance.

6/9 Evans suggested community scrutiny is preventing her from doing her job. The policy requires written rationale in decision letters. The Feb 24 letters had none. Later at the same meeting, on Perks of Being a Wallflower, Evans said:

5/9 Amazing You! is classified by Kirkus, Booklist, and the publisher as appropriate for ages 3–7. Middle Ground historically serves ages 11–14. Those audiences don’t overlap. There is no Middle Ground nonfiction shelf. A preschool anatomy book doesn’t belong there by any measure.

Freedom to Read Coalition of Columbia County @freedomtoreadccc.bsky.social · 02/04/2026
4/9 Evans described Middle Ground at the hearing as serving readers “transitioning to more complex subjects” and “includes but not limited to middle grades.” She also called it a new section. The 2024 board minutes say otherwise.

Freedom to Read Coalition of Columbia County @freedomtoreadccc.bsky.social · 02/04/2026
3/9 The Jan 2026 policy replaced the 2024 guidelines but does not define Middle Ground at all. We flagged that gap before the policy was adopted. Evans confirmed the concern on 3/31 by redefining the section at a patron appeal hearing. That definition exists nowhere in any prior policy.

2/9 Middle Ground has a documented history. Feb & March 2024 Advisory Board minutes show it was created as a “Tween/Middle Grade” section. The 2024 guidelines defined it in writing as serving ages 11–14. Harry Potter. Diary of a Wimpy Kid. Dork Diaries. That’s what’s in it.

1/9 At the 3/31 Library Board meeting, Director Keisha Evans presented a new rationale for the Middle Ground section that did not appear in her February 24 decision letter — the letter that triggered the appeal. This is not a minor procedural detail. 🧵

The appeals involve Amazing You! (ages 3-7) and Perks of Being a Wallflower (YA). Professional reviews classify them that way, but the library shelved them differently and the decision letters gave no written rationale. Full explanation: open.substack.com/pub/f2rccc/p...

This is a list of books that have been banned since 2022. The pink highlighted titles have LGBTQ+ content. An easy way to help fight, is to check the books out! If it is unavailable at a CC Library, ask for staff to put an “item hold” on the title so our book gets the circulation number. #FTRCCC
