The death penalty is not a public safety issue. It is a cultural war issue in the criminal justice arena. Certainly the death penalty is not a deterrent of crime. It adds an element of retribution that satisfies some people who desire vengeance.

The State of Tennessee as an entity does very few things with excellence. Parks for sure. Not much else. Environmental enforcement is poor. State higher education is ok at best. Roads are ok at best. Human services programs are poor. Prisons are horrible.

The Nashville symphony situation is going to be a case study in non profit management. Illustrating how philanthropy can set up a situation which is unsustainable without ever expanding philanthropy. At some point they have to make it on their own.
