Did you not read what I said? Liverpool and Arsenal tried to vote in new rules that would allow everyone to spend the same. Chelsea and City voted against it. There is no ‘red cartel’ however much you want to bemoan it.
Then there’s UEFA which have tighter rules in place than the PL do now
