4 was a response to 3 in a lot of ways so it's generally more restrictive (imo) and basically no water. Region is centered around a shitass mountain you have to pass through multiple times, traversal is generally annoying, type distribution's weird, and your rival is one of the worst. Good mons tho.

The key part is "if Japanese isn't your first language." It's not elitism, it's common sense to use titles most people are going to know where you are.
