The Intercept: Kohen Wiley’s Family Say They Never Heard From Investigators Who Concluded Cops Did No Wrong theintercept.com/2026/10/20/kohen-w…
Excerpt: Gibert reiterated what the agency has previously said: that body camera footage and other investigative materials will be made available through public records requests. But she added that nothing will be released until after officials meet with Wiley’s family. “We are meeting with the family later this week,” she said.Excerpt: The man who killed Baby Kohen, as the child is now known, was identified by the press as Senatobia Police Sgt. Hunter Foster, who fired his gun into the car where Wiley was riding in the passenger’s seat on June 14. The exact circumstances that led to the shooting remain murky. Police said that officers responded to a shoplifting call at the Walmart; a two-page incident log released to The Intercept via a public records request contained no information about the shooting but noted that the items allegedly stolen were baby clothes and a pack of Pampers.

Gizmodo: New Data Show How Much Worse Scams Are Getting for Americans Over 60 gizmodo.com/new-data-show-how-much-…
Excerpt: Other celebrity names are commonly used for impersonation scams, including actors well past their prime, in order to target older Americans. Scammers will frequently use Johnny Depp, for example, to convince elderly women that he’s really in love with them. The sums are astounding, according to documents we’ve obtained via FOIA. One woman in her 60s in Alabama reported losing $350,000 to a Johnny Depp impersonator, while a California woman over 80 reported losing $200,000.

The Intercept: An Arkansas Mom Obtained Public Records About a New Data Center. Then She Got Sued. theintercept.com/2026/10/13/google-…
Excerpt: Let’s start with the Arkansas case. Jessica Kivell — a mom, healthcare worker, and concerned citizen — sought to find out who was paying for a data center project in West Memphis. She filed public records requests with the Arkansas Public Service Commission and received documents indicating Google would cover only one-third of the cost of a new solar plant to power the facility, contradicting its promises that ratepayers would not be on the hook. Kivell shared the documents with the Arkansas Democrat-Gazette, which reported on them.Excerpt: Entergy Arkansas, the utility set to build the solar facility, sued Kivell, the Democrat-Gazette, its reporter, and the Arkansas Times, which said it never even had the records. It claimed the commission erred by releasing the records to Kivell, that they contained trade secrets (sidenote: baseless invoking the need to protect trade secrets to duck public records laws is also a serious problem), that she and the press should be restrained from discussing them, and the Democrat-Gazette should have to take down what it had already reported. Entergy also disputed the Democrat-Gazette’s math on how Google would share the costs.

ProPublica: He Waited Nine Years in Prison for His Lawyer to File a Single Brief. In This State, There’s No Rule Against It. www.propublica.org/article/post-con…
Excerpt: By filing public records requests with courts serving all 67 Pennsylvania counties and analyzing a decade of court dockets, an Inquirer and ProPublica investigation found that the system Pennsylvania set up to protect the right to counsel instead allows, or even encourages, shoddy representation.Excerpt: Only one of the state’s 67 counties provided written criteria requiring specific work experience for lawyers to be appointed to post-conviction cases in response to records requests. Philadelphia court leadership says that lawyers must complete a training session and show they’ve recently handled three hearings involving disputed evidence. A volunteer panel tasked with approving prospective lawyers there rarely meets and is not empowered to approve or reject candidates based on writing samples, a core part of screening appeals lawyers in some other places.Excerpt: Only five of the 18 contracts obtained in response to public records requests included a limit on the number of cases the court could heap onto a lawyer. None of the contracts set deadlines, specified a time commitment or described any oversight mechanism.

Gizmodo: Georgia Man Says Deputies Used Flock Cameras to Track Him After He Sued Sheriff gizmodo.com/georgia-man-says-deputi…
Excerpt: While that previous suit was pending, the complaint alleges, deputies were searching Flock for Murkerson’s 2024 Toyota Camry. He says he only found out after the case ended, through HaveIBeenFlocked.com, a site that publishes Flock audit logs obtained via public records requests.Excerpt: The complaint notes the audit announcement came the same month Murkerson’s first lawsuit ended, but it doesn’t identify who resigned. It suggests the three undisclosed searches of his car may have been withheld because they’re part of the GBI inquiry, or because they were run by or shared with an out-of-state agency not subject to Georgia’s open records law.

Excerpt: The FAA provided ProPublica the reports on Starship flights 7, 8 and 9 — all of which involved mishaps — after we requested them under the Freedom of Information Act. The FAA redacted the vast majority of all three reports, citing, among other things, exemptions in the law that protect confidential business information from disclosure. The blackouts were, in part, a reflection of SpaceX’s objections; FAA allowed the company to challenge the release of information it deemed proprietary.

The Intercept: Prison That Didn’t Report Sex Abuse Allegation Against Staffer to Reopen as ICE Camp theintercept.com/2026/09/29/ice-pri…
Excerpt: There were at least two other incidents of sexual abuse reported during the period covered by the 2023 PREA report, according to Arizona Department of Corrections investigative reports obtained through public records requests. One was from August 2022 about an employee allegedly kissing an incarcerated person and having an email correspondence with him that was “sexual in nature.” In another case, just weeks before the 2023 PREA audit was conducted, the corrections department’s Criminal Investigative Unit conducted interviews about an allegation that a prison guard had encouraged an incarcerated person to perform oral sex. Those allegations also should have appeared on the subsequent PREA audit but did not.Excerpt: The details of Simmons’s case were recounted in an April 2022 investigative report from an Arizona Department of Corrections Office of Inspector General, which was obtained by LOOKOUT and The Intercept through a public records request.Excerpt: The Marana prison, Randall said, was plagued by widespread drug use before it closed. Drug use came up in the inspector general office’s report as well as in a list of investigations conducted by Arizona Department of Corrections about Marana, also obtained by records request.

The Intercept: Oregon Police Are Charging a Local News Outlet $2.5M for Records About One Cop theintercept.com/2026/10/01/oregon-…
Excerpt: In August, the local news outlet Double Sided Media filed a public records request for records about police officer Justin Peckels, which focused on potential misconduct between 2018 and 2026. Peckels has been the subject of community complaints, including for punching a resident in the face during a traffic stop, making the records vital for oversight and their release clearly in the public interest.Excerpt: Peckels’s file is either the largest in the world, or city officials have intentionally maintained their databases in such a way as to ensure fulfilling public records requests is prohibitively expensive. The city’s response points, at a minimum, to the latter. It justified the multimillion-dollar price tag by claiming it couldn’t narrow the custodians whose records it would need to search, despite the targeted nature of the request, and maintained it must search all records of all city employees, past and present.Excerpt: In 2015, the Department of Defense told a Freedom of Information Act requester, who was asking for records on tools used to preserve data on seized devices, that fulfilling their request would take 15 million hours and cost $660 million.Excerpt: Luckily, records requesters seeking federal documents have a defense against these capricious invoices. Recent FOIA amendments aim to ensure if an agency misses its response deadlines, it can’t charge most fees.

404 Media: ‘DO NOT MENTION ALPR USAGE’: How Cops Are Trying to Hide the Existence of Flock www.404media.co/do-not-mention-alpr…
Excerpt: It is not just local police in small communities who are creating policies designed to obfuscate Flock usage. Earlier this year, we reported that police in multiple states were being told to be “as vague as permissible” about why they were using Flock because their searches could be obtained using public records requests, and that warning was being shared by the FBI and Department of Justice. Residents of many towns using Flock also say that their cities entered into contracts with Flock with little public oversight, essentially quietly opting them into a nationwide surveillance network without robust public debate. Excerpt: Wapello County’s “standard operating procedures” document for Flock cameras was created in November of 2025 and was obtained by a 404 Media reader using a public records request and was shared with us. Coincidentally, Wapello County’s largest city is Ottumwa, Iowa, where 404 Media ran a Super Bowl commercial earlier this year. The county has four Flock cameras via a contract it signed with the company in late 2024. The policy further instructs police to be vague in any arrest report, suggesting that they simply call the Flock system “county resources.” Excerpt: In the public records request, Sheriff Don Phillips said “there is no need” to tell people about the use of Flock.

The Marshall Project: It Was Supposed to Be a Haven for Troubled Teens. They Risked Everything to Escape. www.themarshallproject.org/2026/07/…
Excerpt: To understand what was happening inside Fox Run, The Marshall Project reviewed hundreds of pages of police and state inspection reports between 2020 and 2025, obtained through public records requests, and interviewed seven women previously housed in the facility. These records and interviews told stories of children desperate to escape, fleeing into cornfields, sprinting into traffic, and attempting to hitchhike. Former Fox Run staff members said the youth turned violent inside the facility because they were pushed to their limit. Many eventually ended up in juvenile detention as their behavior escalated. They thought ending up behind bars, like facing the frozen woods, would be an improvement over Fox Run.

The Marshall Project: Were You in Residential Treatment as a Minor? Here Are the Records You’re Entitled To. www.themarshallproject.org/2026/07/…
Excerpt: If law enforcement responded to calls made from a facility during your time there, you may also be able to collect records they made about what happened under your state’s public records laws. Access to law enforcement records varies by location, type of record and whether it’s part of an active investigation. However, people are often able to acquire reports in which they are named, so it’s worth making the request. The worst they can say is “no.”Excerpt: Here is a records request template with a detailed list of documents the facility may have on file about you, including but not limited to:Excerpt: Remember that there are no concerns about plagiarism when it comes to making records requests, so you’re free to copy and paste the template language or other examples you find.Excerpt: We have information below with tips on what to do when a records request is denied.

LA Times: The LAPD has quietly stopped putting many public records online www.latimes.com/california/story/20…
Excerpt: Such records had previously been posted online almost daily in response to records requests from members of the public.Excerpt: Postings of records requests submitted by the public to the LAPD also largely stopped last April, when they declined from 250 to 460 a month at their peak to single digits, according to Shapiro’s research brief. Excerpt: Department watchdogs argue that public records allow residents to evaluate how the LAPD and other agencies are performing and look for ways to improve. Commonly used by journalists, lawyers, academics and advocacy groups such as the ACLU, public information can be requested by anyone under the California Public Records Act.Excerpt: With recent departures, the number of employees responsible for processing most records requests has dropped to 17 employees from 27, officials said.

The Markup: Kaiser Permanente nurses say technology is making their jobs — and patient care — worse themarkup.org/artificial-intelligen…
Excerpt: It’s not clear how patient care is affected by algorithmic management, nor is the impact of limiting the length of triage and advice calls on patients. Kaiser call center nurses can’t say for certain whether the pressures they face results in adverse outcomes for patients because their contact with patients ends after they hang up the phone. A 2024 public records request by CalMatters to the California Department of Managed Health Care found no complaints by patients against Kaiser related to call times. But nurses insist the risk to patient safety and quality of care is real.

The Marshall Project: How Helping Detectives Led a Florida Woman to ICE Detention www.themarshallproject.org/2026/07/…
Excerpt: While the agreements have repeatedly led to the detention of alleged crime victims, Daniela’s arrest by a 287(g) officer is peculiar in that it appears to have sidelined an open investigation. The Department of Financial Services did not provide documents in response to numerous records requests. It’s not clear how the fraud investigation that began with Daniela’s tip was resolved, whether other probes may have been affected by similar immigration arrests or how many other detectives with the agency are deputized to detain immigrants.
