these ranked trainers are everywhere and move around. sometimes a road is invested with them, othertimes the road has a lot of bikers, gang members or ex trainers trying to catch powerfull pokemon. there are also different ranking systems. you have gym trainers like you and described above

are capped back. meaning if your pokemon are 50 but the cap is 35, they're back at 35 levels. this is in line with the amount of badges. why? well imagine you fight a trainer in the ranking system who's pokemon are WAYYY stronger than you, you can still fight them AND return when you are stronger

i also love to see the ranking system return. after you get your first badge, you are put in the ranking system. there you are ranked. when fighting a trainer in the ranking system you can SEE what rank they are and how many badges they got. during a ranked battle such as that, pokemon levels

gang members who try to take over towns or even roads. the region is dynamic. meaning that things change over time. new areas open up, towns change with the people in it. roads get higher level trainers and pokemon. you see trainers you defeated before in different locations

then there are the gangs, the chaos stemming from these events caused crime to go up. thieves, gang members and ex trainers form their own groups to catch powerfull pokemon to either survive or exploit during this time. Ex players who failed the gym badges who are sour they lost

certain pokemon. there are also non catchable pokemon, these pokemon have higher levels, stats, and you need to defeat them, but they're hard. liek the alpha pokemons, but instead these serve as strong players. they can draw in other wild pokemon as you fight them

a bit like pokemon arceus. Gym leaders are still there, but they serve a story purpose, each is looking into an issue at their respectfull area or even beyond.. the GYM LEADERS ALSO GIVE OUT TASKS you have to do them to get their gym badge. this can be as simple as going with them, to catching

also new pokemon game idea. instead of you doing the gym challenges. you're instead tasked in catching, well, all the pokemon. NOT to study them, but study an issue in the region. you need to catch pokemon from different places under different conditions and report back to the proffesor

then there is the path to the pokemon leage. I feel like along the way you MEET one or two of its members as they have to deal with a pokemon issue. should be really simple.

the 7th has you first go to lake rage and then go to team rockets hideout, and right after defeat them at the radio tower. the 8th has you go through an ice cave system, but the involvements of the dragon trainers should have happened FIRST, before being allowed to defeat her.

after the 5th with 5+ levels from the last gym. there is nothing inbetween. there should be a short inbetween of team rocket, or another gang attacking and you folding it. you COULD defeat her gym, but you can do this inbetween.
