That's just regular sketchbook paper, those are tiny dots done with ultra fine sharpie marker. The style of coloring/shading with dots is called "stippling" 👌

This one had an image on it that I essentially traced. They sell them on Amazon. I will say that this one was weird on the glow-in-the-dark spots, like the scratch layer didnt want to properly scratch off.
