I don't see it that way at all. They're simply following a logical order of business. Election is first. Impeachment and SCOTUS reform can only happen after a successful election.

I haven't seen Mike Johnson bowing to pressure on anything. Not a chance he'll let House vote on impeachment. He's kept House out of session constantly just to avoid votes. Impeachment has no path until after the election.

I didn't realize they were officially assigned a circuit, so now I see the sense in that. I found Elie's argument compelling - that a larger number would keep court from swinging wildly left and right (more ppl = less "radical"), and that who gets what seats could be a bargaining tool.
