You are allowed to stop on double yellow lines to drop off passengers, but you must not, and forgive the technical term "take the piss." Stop, they jump out, you drive off. You don't pause while they have a lengthy goodbye and then let them amble out. You're on double yellows for goodness sake.

So you "did everything correctly" when you sold your car? You didn't get the new keepers name and address a receipt, retain your part of the v5c or tell the DVLA. So what *did* you do correctly?

Where you may drop people off you must stay with your car, unless the passenger is a young child or infirm. Even then as long as necessary doesn't involve 10 minutes of goodbyes before returning to the car. Get them through the door and dash back.

Look at it this way. The fact you didn't see the signs means you were driving without paying attention. If the police caught you it would have been points and a heavier fine, so be thankful you only got a PCN.

We note your comments that you did not see any warning signs. Please excuse the fact this letter is 8 pages long, we needed that much space to show you all the signs you missed.

Look, it's called a pay AND DISPLAY ticket. Let's have less of this "I had a valid ticket." It's only valid when you display it on the dashboard. The right way up the CEOs don't have f-ing x-ray eyes.

You claim to have not received the PCN our CEO attached to your vehicle. So how come you appealed this PCN before we sent you a notice to owner through the post then?

Thank you for your suggestion that the CEO "should go to specsavers". Maybe try that with someone you don't need to apply discretion in your favour.

Calling the actions of our CEO or systems "petty" or "pedantic" is not really advisable, particularly if you are relying on our discretion to get your PCN cancelled.

Our CEOs rely on digital systems to check your parking, if you enter the parking details incorrectly they literally can't see your payment.

It seems when your relative entered your registration number into their visitors permit they entered the letter O at the end as a zero. We have cancelled your PCN, but would not blame you if your rang your relative and called them an idiot.

We note from your pompous and sneering tone that you are irritated at having to appeal your PCN. On further investigation of your case we are delighted to note that it appears that YOU made a mistake. So just be grateful we are letting you off. You won't be we are sure.

We note that you did not see or understand the signage. We do not think this is a defence, indeed we think this is why you deserve to have been issued a PCN.

We have examined the evidence and the PCN was given correctly. Addressing your comments, in particular the tone- did you think ranting at the appeals officer like that would make them more likely to exercise discretion in your favour?

Double yellow lines apply from the centre of the road up until the building line, or a marked boundary. Which in this case includes the pavement.

Your comments have been noted. We understand that receiving a PCN may have spoilt your visit to Impchester. However we must point out that the only person to blame for this was the driver of your vehicle who exercised the observational skills of a spoon.
