Fi2W Reporting Fellow Narimes Parakul recently shared findings from her investigative series Surveilled and Sold at the North Portland Library in Portland, OR. Her reporting covers how license plate readers track people's movements and how a Montana privacy law could serve as an example for others.

Fi2W Zine Pg 5: In 2025, a farmworker in Woodburn, OR was on her way to work. Immigration officials used data from ALPRs to find her. Her car was pulled over by ICE. who detained her, along with 30 others that day.

Fi2W Zine Front cover: How ALPRs undermine Portland’s sanctuary statusFi2W Zine Pg 1: You may have seen these cameras in parking lots around town. They’re automatic license plate readers, or ALPRs. [Illustration of an ALPR]Fi2W Zine Pg 2: ALPRs capture the make, model, color, plate, and unique markers of every car that drives by. They can keep track of a person’s daily routes and routines. [Illustration of cars and their license plates]Fi2W Zine Pg 3-4: ALPRs pose an extra threat to immigrants’ safety, despite sanctuary laws in place.

Sanctuary laws are supposed to prohibit local personnel and resources from immigration enforcement efforts. But they fall short.
