Maybe you can look for a dog trainer who could foster her and train her at the same time. There’s a national association of dog obedience instructors and an association of professional dog trainers. Try contacting them for help.

Prior to ACA, you r children had to come off your policy at age 22. The ACA increased the age to 26 which makes a huge difference for families.

The large security deposits most landlords require is a big obstacle too. Another problem is even if you can afford the rent, many landlords require you show an income three times the monthly rent, which is crazy.
