For the star circle, I use a lot of overlapping layers using Color Dodge and Screen respectively. The starting layer has a unique watercolor brush that I drew lightly and erased. The rest was a regular airbrush that I applied lightly to ensure it didn't dominate.

Initial layer, done using airbrush

Second layer, overlapping purple to the shine using Color Dodge modifier

Screen layer next, with a light cyan overlaid on the star

Final Color Dodge layer with airbrush over the star. Some brushing to sides as particle effects.

For fun, I calculated how many envelopes were in a cone pile... I'm the Grinch now, Destroyer of Valentines'.

First calculation done is converting 1 cubic foot to 1 meter, which is 35.31 times, which 227 envelops (equal to 1ft^3) equals to 8016 envelops per cubic meter. The cone volume equation is then applied under the presumption the radius and height are equal (roughly 3.05 m or 10 feet), adding up to a total of 238,182 envelops. I am the Grinch.
