No. This is (yet another) impeachable offense, which has a much-lower threshold for removal from office than 25A (it’s for POTUS incapacitation: impeachment is for utter amoral ignorance). Impeachment is a political process, requiring getting Red State GOP senators to join Dems to remove DT.
