Line graph showing the cash and inflation-adjusted value of the Healthy Start allowance between 2006 and 2026. The cash value rises from £2.80 in 2006 to £4.65 in 2026. In April 2026 prices, the 2006 allowance was worth £4.88 using general inflation and £5.51 using food inflation; the 2021 allowance was worth £5.40 and £5.89 respectively. The graph shows that the purchasing power of Healthy Start has fallen, particularly when rising food prices are taken into account.Feeding Britain call to action titled “Restore the value of Healthy Start”. Feeding Britain urges the Government to restore the weekly Healthy Start allowance to boost poorer families’ purchasing power and expand the range of suitable nutritious items that can be bought with it. The graphic says further immediate action is necessary to safeguard hundreds of thousands of families’ access to nutritious food in the months ahead.

This report is clear that hardship is not inevitable. Effective preventative measures can end mass dependence on food banks: adequate incomes, secure housing and accessible, cash-first crisis support are what that looks like in practice, and they cost less than crisis.

Providers are then left to check eligibility and explain why some children can no longer access places they may have attended before. Keeping HAF linked to free school meal eligibility would remove this unnecessary confusion and make it easier for families to access support.

... but many of those same children will not automatically qualify for HAF during the holidays. HAF providers have told us that families understandably expect their children to be eligible, only to find that they may be excluded.

HAF helps children stay active, well fed and safe during the school holidays, while enabling parents to continue working without facing impossible childcare costs. But too many working families are currently excluded from this support.
