KEVIN WARSH: In 20 seconds, inflation is caused when a one-time change in price is brought down.
JOHN KENNEDY: I know what inflation is.

KEVIN WARSH: And monetary policy, sir.
JOHN KENNEDY: OK. Well, I would say what caused it -- is causing it is Al, um, the conflict with Iran, duh. Um, and probably the residual effect of the fact that some imports have become more expensive. OK? And I think any fair minded person would conclude that. There was a lot of economists said, oh, you know, the impact of inflation on the rise in the cost of imports would be a one shot deal.
You know, you can teach that one round or flat. I don't know. I think it's probably had a residual effect. OK. Is it temporary or is it permanent, the inflation?
KEVIN WARSH: It's not going to be permanent under my watch, Senator.
JOHN KENNEDY: OK. What are you going to do about it?
KEVIN WARSH: So we're going to do three things. One is for those people in markets that think the Fed really was comfortable with a higher level of inflation, we're doing our best to disabuse --JOHN KENNEDY: OK. You're going to talk about it. What's the second thing you're going to do?
KEVIN WARSH: We're going to take ownership of it. We're going to say we have the power to do something about it.
JOHN KENNEDY: OK. You're going to own it.
KEVIN WARSH: That's right.
JOHN KENNEDY: What's the third thing you're going to do?
KEVIN WARSH: We're going to look at our tools in the changing economy, both balance sheet and interest rate, and see whether we need to adjust policy to take it head on.
JOHN KENNEDY: You'r…

I develop a general equilibrium model of investment and equity markets in which departures from the Efficient Markets Hypothesis generate “Casino Capitalism”: time-inconsistent, short-termist firm decisions, firm-level over-investment coupled with inefficient liquidation of positive-NPV projects, and aggregate under-investment with depressed stock prices and distorted intertemporal savings. These distortions arise even if all agents are fully rational and forward-looking. At the firm level, the wedge between market-implied and fundamental returns on investment causes an endogenous preference reversal that renders the Laissez-faire outcome time-inconsistent and Pareto-inferior. In the aggregate, firm-level attempts to boost stock prices are self-defeating via an aggregate investment wedge as micro distortions translate into macro inefficiency. Restoring firm-level rationality by empowering shareholders can worsen aggregate outcomes and precipitate a complete capital market shutdown.

Without apparent irony, Angrist and Pischke (this issue) quote Griliches
(1986): "If the data were perfect, collected from well-designed randomized experiments, there would hardly be room for a separate field of
econometrics." The fact is, economics is not an experimental science and cannot be. "Natural" experiments and "quasi" experiments are not in fact experiments, any more than are Prescott's "computational" experiments (for example, Kydland and Prescott, 1996). They are rhetorical devices that are often invoked to avoid having to confront real econometric difficulties. Natural, quasi-, and computational experiments, as well as regression discontinuity design, can all, when well applied, be useful, but none are panaceas. This essay by Angrist and Pischke, in its enthusiasm for some real accomplishments in certain subfields of economics, makes overbroad claims for its favored methodologies. What the essay says about macroeconomics is mainly nonsense.

In perhaps the most notorious example in auction history, after murdering the emperor in 193 CE,
pretorian soldiers offered the entire Roman Empire to the highest bidder. Commentators since
Klemperer and Temin (2001) have found Julianus’ winning bid of 25,000 sesterces per soldier
remarkable for various reasons: its sheer size (exceeding one billion current dollars), its enormous
jump over the previous bid (20,000 offered by Sulpicianus), its ultimate futility (Julianus only
reigned as emperor for two months before being murdered himself). What has gone unremarked is
that both Sulpicianus’ and Julianus’ bids are round numbers.
In this paper, we analyze novel data from hundreds of thousands of online auctions on a large
platform operating in the Netherlands. We uncover a propensity to bid round numbers, which, as
in the historical example, has gone unnoticed in the auction literature. The bids on this platform,
which are constrained to be natural numbers, are concentrated at multiples of five. Although
multiples of five represent only 20% of natural numbers, they constitute 31% of bids in our sample.
Figure 1 shows a consistent pattern of spikes in the relative frequency of bids at each multiple of
five. The spikes at multiples of 50 stand out even more.
