Maybe have street 'wardens', someone who knows the area, walks around and when they see one of these shops pop up they can report it to a hotline and get them shut down quickly. May also help by being a visible contact for visitors/tourists who need help getting around.

Oh dear! SpaceX IPO'd at $135, closed yesterday at $127.45. Mostly following fib pivots. The doji at 6Jul shows the pause before it entered NASDAQ. Since then, the market seems to show that it stinks. Weekly HA chart suggests it's downward from here.
