Reviewed several ICLR submissions, and I am wondering about the trend: some papers were far outside my area (cost me hours of background reading per review), and others felt low quality. Either the assignment system is random, or the overall bar is going downhill. PIs: don't submit low-quality work

At the same time, ARR does not recognize reviewers/authors from other communities. Our paper is at risk of desk rejection because the suggested reviewers did not have publications at ACL conferences 🥲
